The roof top of the World Trade Center Tower 2 (WTC2), the South Tower, was equipped with a helipad; however, the helicopter landing facility did not meet 1994 Federal Aviation Administration (FAA) guidelines. Furthermore, neither the South Tower nor the North Tower roof tops was set up for a practical staging or helicopter evacuation of civilians.
